If you've been granted access to aarch64-linux builds, all you have to do is to add --system aarch64-linux or similar to your nix invocations inside your GitHub actions. It is of course also simple to run aarch64-linux builds from GitLab, Hydra or any other CI setup using Nix. Just add nixbuild.net as an aarch64-linux remote builder as described in the documentation.
